EOI Description:
The Internal Audit Directorate of the National Health Insurance Authority (NHIA) was established as part of the governance framework to provide independent appraisal, advisory and assurance functions for the Executive and the Board, to assist the Authority achieve its mandate.
The Internal Audit Directorate is mandated by the National Health Insurance Act 852, 2012 to conduct quarterly audit of the Health Insurance Fund, which includes 163 district offices, 10 regional offices and 4 claims processing centres. There is currently a backlog of outstanding audit in some of the district offices. The nature of audit shall cover both operational and financial areas and shall be conducted in the manner as prescribed in the audit manual of the Institute of Internal Auditors (IAA) for the audit of Public Sector Institutions.
The services shall include the following:
• Assessing adequacy of internal controls
• Verification of funds used in accordance with established rules and regulations of the NHIA and all relevant laws governing public sector financial management
• Examine all revenues attributed to the district office
• Examine all claims paid and ascertain whether such claims are properly submitted, vetted, approved, reported and appropriately reconciled with service providers.
The assignment is for a duration of sixty (60) days with at least three (3) staff at each District.
The assignment will be divided as indicated below:
LOT 1

Audit Period: 2015-2017
NB: District Offices located in the Ashanti, Eastern and Central Regions are for Lot 1
LOT 2
Number of District Offices - 21
Audit Period: 2015-2017
NB: District Offices located in the Brong Ahafo, Northern and Upper East Regions are for Lot 2
LOT 3
Number of District Offices - 26
Audit Period: 2015-2017
NB: District Offices located in the Western, Volta and Greater Accra Regions are for Lot 3

Prospective Consultancy firms are to submit Expression of Interest (EOI) for any one Lot only.

The National Health Insurance Authority now invites eligible consultancy firms to indicate their interest in providing the above service. Interested firms must provide information indicating they have the capability and are qualified to perform the service.

A consultancy firm will be shortlisted in accordance with the procedures provided in the Public Procurement Act 2003, Act 663, Public Procurement (Amendment) Act 2016, (Act 914) and the qualification criteria listed below:

Qualification and Expertise
• Profile of firm
• Legal status — Business Registration Certificates
• Provide valid copies of SSNIT and GRA Tax Clearance certificates
• VAT Registration certificate
• Evidence of Registration with the Public Procurement Authority
• Firm must have not less than seven (7) years' experience with a proven track record in rendering similar services in the Public Sector. References with names, phone numbers and emails must be provided.
• Proof of capability must include awareness of relevant international standards, sound understanding of regulatory frameworks
• Relevant qualification and experience of all technical personnel.
• Evidence of financial capacity
• Required Licensing and Professional Registrations if applicable
